Purpose of the Job:
To develop, support and maintain desktop and web based GIS applications across KCC including Landscape Information System (KLIS), CrimeView and Explore Kent.
Main duties and responsibilities:
1. Develop, support and maintain web based GIS applications for clients to a specification provided by the Project and Business Analyst.
2. Develop, support and maintain desktop GIS applications for clients to a specification provided by the Project and Business Analyst.
3. Develop, support and maintain spatial web services to a specification provided by the Project and Business Analyst.
4. Liaise with suppliers of third party GIS applications and ISG to ensure compatibility with the KCC GIS architecture.
5. Liaise with ISG Technical Support Team and DBA Team to manage the core GIS Infrastructure.
6. Assist ISG and the Senior GIS Technician as required to ensure the efficient running of the ArcSDE Oracle database.
7. Advise the GIS Application Development Manager and Head of Electronic and Business Solutions on relevant emerging GIS technology

QUALIFICATIONS
(if essential)
Degree or Post Graduate qualification in GIS/IT or related discipline
EXPERIENCE
Demonstrable experience of Internet application development using ESRI ArcIMS technology.
Familiar with GIS hardware infrastructures using Windows and UNIX machines.
Experience of web service development.
SKILLS AND ABILITIES
Competent in ESRI development using HTML, ASP, VB, XML, .NET, AJAX and ArcObjects.
Competent in the use of Microsoft Outlook, Word, Excel, Powerpoint and Access .
KNOWLEDGE
Good understanding of advanced GIS principles
Good understanding of Internet/Intranet principles, specifically relating to publishing spatial data
